Legislation / Regulation vs Self-Regulation and the Impact on the Security of Cash
ACMA has commissioned a review of Legislation and Central Bank Regulation around the licensing and regulation of Cash Management Companies in 11 member countries. The review is to determine if Legislation / Regulation benefits and supports the cash cycle participants in providing a safe and secure environment to operate for all the stakeholders, versus regulating ourselves.
The role the CMC’s play to ensure cash is secure and available 24 hours daily to the public, cannot be underestimated and it is important that our industry is seen as a valuable and trusted partner in the cash cycle making legislation and regulation, vital.
With a clear understanding of the Legislation and Regulation in the 11 member countries, we will be in a position to determine what works best for our industry and where we can work with the various country Authorities and the Banker’s and Security Associations to ensure Legislation and Regulations are effective and suit the needs of the stakeholders.
As part of the workshop, we will also review the types of attacks experienced by member countries and compare with the losses experienced by CMC’s in Europe where criminals are more sophisticated and organized.
Mitigation is vital in reducing known risks and in anticipating future risks. This requires a clear understanding of the markets we operate in through a detailed risk assessment which drives the measures required to mitigate known and future risks. At the same time, identifying the investments needed to protect the assets and personnel under our protection.
